On June 16, 1924, the People's Commissariat of Finance of the USSR issued a permit to Moskompom (Moscow Committee for Aid to the Homeless and Street Children) to issue 4,250,000 charity stamps for distribution among the residents of Moscow. The stamps were issued and sold well, while posing significant competition to all-Union issues. Based on surviving documents, it has been established that the issue consisted of eight stamps with denominations of 1, 2, 3, 5, 10, 25, 50 kopecks, and 1 ruble.

The circulation period of this series is documented: August 1924 – January 1925. In January 1925, on the instructions of the All-Russian Committee for Aid to the Homeless and Street Children (Vserokompom), the remaining Moskompom stamps were withdrawn from circulation and transferred to a warehouse. In July 1925, Moskompom was abolished, and the remaining unsold stock of Moskompom stamps was destroyed, as confirmed by existing documents.
