In August 1923, the “Commission for Improving the Lives of Children under the Presidium of the Moscow Soviet of Workers’, Peasants’ and Red Army Deputies” was established—an organizing and guiding body tasked with creating and developing a system of child welfare and combating child homelessness.
The Commission’s main tasks, as an interdepartmental organization, were to unite the efforts of all bodies—both governmental and public—aimed at helping children (joint development of practical action plans to assist children; resolution of administrative issues at the level of the Presidium of the Moscow Soviet), to ensure oversight of their activities, and to support the achievement of the stated goals for improving children’s lives administratively and financially.
