In August 1923, the "Commission for Improving the Lives of Children under the Presidium of the Moscow Council of Workers', Peasants' and Red Army Deputies" was established as the coordinating and guiding body for the creation and development of a child-protection system and for combating child homelessness.
The Commission's main tasks as an interdepartmental organization were to unite the efforts of all bodies, both governmental and public, aimed at helping children (joint development of plans for practical measures to assist children; resolution of administrative issues at the level of the Presidium of the Moscow Council), to ensure oversight of their activities, and to support the fulfillment of these objectives to improve children's lives through administrative and financial means.
