Penalties for late payment of domestic workers’ insurance contributions.

In the USSR, stamps were issued to service the system of collective insurance for citizens and to collect funds for the social insurance fund for domestic servants.

Within the social insurance system, issues of stamps were produced to record the collection of funds paid by employers of domestic servants. The first issue of social insurance stamps for domestic labor workers (domestic servants), carried out by the USSR People’s Commissariat of Labor, took place in 1924.

In the same year, the first stamps of a special issue were released with the text: “NKT USSR Tsusstrakh. Stamp in payment of a fine or penalty. Pay insurance contributions on time and correctly.” In 1927 and 1937, the Central Committees of SRGP and DR and SRZhKh, respectively, produced two more special issues repeating the design and text of the first. Use of the stamps of the third issue (1937) is known up to the beginning of the 1960s.

In 1945, stamps of a special issue were released without indicating the name of the trade union. The stamp bore the text: “Penalty stamp for late payment of insurance contributions”; the stub read: “Stub of the penalty stamp for late payment of insurance contributions.” In 1952, stamps of a special issue were issued with a design and text similar to the 1945 issue, but the stub had a red diagonal overprint: “Received.”
