On January 1, 1870, the Zemstvo post of Shatsky Uyezd (Tambov Governorate) was opened. Stamps with a face value of 3 kopecks were issued. In 1874, the fee for delivering private letters was increased to 5 kopecks, and stamps with a new face value were issued, depicting the governorate and uyezd coats of arms. They were cancelled in ink (indicating the date and place of acceptance of the correspondence), as well as with handstamps of various shapes. In 1889, Zemstvo stamped envelopes were also used.
In 1917, the issue of Bakhmut-type stamps was printed at EZGB.
