Issue of July 10, 1864.
Following the imperial decree of April 13, 1863, which authorized payment with stamps for foreign letters as well and introduced, in addition to the already existing 10-, 20-, and 30-kopeck stamps, new 1-, 3-, and 5-kopeck stamps, the Postal Department informed postal offices of the issuance of such stamps by a circular dated June 1864 and, at the same time, ordered that they be used to pay for ordinary letters, wrapper mailings, and samples of merchandise. At the same time, the collection of postage for registered and money letters in cash was reaffirmed. Thus, the Third definitive issue of postage stamps of the Russian Empire was approved.
