In 1870, the Zemstvo post of the Kolomna Uyezd (Moscow Governorate) was established. Mail was sent from the uyezd administrative center, the town of Kolomna, along the Sukovo and Malino routes once a week. Private correspondence was forwarded upon payment of a 5-kopeck fee.

From 1871, Zemstvo postage stamps were introduced. They were divided into “paid” (red) and “due” (blue).

From 1889, stamps of 1, 2, 3, and 5 kopecks were issued with the inscription “paid” or “due”.

The design of some stamps is circular or octagonal. The stamps depict the coat of arms of the Kolomna Uyezd. They were cancelled with ink (by crossing out) and with circular handstamps.

From 1903, the fee for delivery of ordinary letters was abolished. Delivery of registered and money letters was paid (2 kopecks), as well as magazines and newspapers (1 kopeck per bundle).
