In the early 1990s, many issues appeared that were published in the name of regions of Ukraine, were never in postal circulation, and had a "fantasy" character. These issues consisted of various overprints made on postage stamps of the USSR and Ukraine, as well as on non-postage stamps, and included forgeries of original designs.

Stamps were overprinted in the name of Crimea, Donbas, Polissia, Zakarpattia, and other regions of Ukraine, as well as in the name of Ukrainian cities, for example Chornobyl, Feodosia, Sumy, Myrhorod, and others. The overprints mainly featured the trident, a new denomination, and the inscription "Posta Ukrainy" or the name of the city.
