In the early 1990s, numerous issues appeared purportedly released on behalf of regions of Ukraine that had never been in postal circulation and were of a "fantasy" nature. These issues consisted of various overprints made on postage stamps of the USSR and Ukraine, as well as on non-postal stamps and forgeries of original designs.

Stamps were overprinted in the name of Crimea, Donbas, Polissia, Zakarpattia, and other regions of Ukraine, as well as in the name of Ukrainian cities, for example Chornobyl, Feodosiia, Sumy, Myrhorod, and others. The overprints generally featured an image of the trident, a new denomination, and the inscription "Poshta Ukrainy" or the name of the city.
