In the early 1990s, many issues appeared published in the name of regions of Ukraine that had never been in postal circulation and were of a "fantasy" nature. These issues consisted of various overprints applied to postage stamps of the USSR and Ukraine, as well as to non-postage stamps, and included forgeries of original designs.

Stamps were overprinted in the name of Crimea, Donbas, Polissia, Zakarpattia, and other regions of Ukraine, as well as in the name of Ukrainian cities such as Chornobyl, Feodosia, Sumy, Myrhorod, and others. The overprints mainly featured a trident, a new denomination, and the inscription "Posta Ukrainy" or the name of the city.
