Kazakhstan gained independence in December 1991, and the country’s government immediately began organizing its own postal administration. Soviet postage stamps with overprints from this early period are known. As stated in the Scott catalog, the Alma-Ata Philatelic Club concluded that their official status is unclear: although some of them were used postally, they were generally not available at post offices, and their face values did not reflect the postal rates actually in effect. Based on this information, the editors of the Scott catalog completely excluded these issues from the list of the first Kazakhstani stamps. Nevertheless, the official Kazpost website includes in its online catalog issues with overprints on standard Soviet definitive stamps.
