In the early 1990s, numerous issues appeared that were published in the name of regions of Ukraine, never used in postal circulation and of a "fantasy" nature. These issues consisted of various overprints applied to postage stamps of the USSR and Ukraine, as well as to non-postage stamps and forgeries of original designs.

Stamps were overprinted in the name of Crimea, Donbas, Polissia, Zakarpattia, and other regions of Ukraine, as well as in the name of Ukrainian cities, for example Chornobyl, Feodosia, Sumy, Myrhorod, and others. The overprints mostly featured the trident, a new denomination, and the inscription "Posta Ukrainy" or the name of the city.
