In the early 1990s, numerous issues appeared that were published in the name of regions of Ukraine, never entered into postal circulation, and had a "fantasy" character. These issues consisted of various overprints applied to postage stamps of the USSR and Ukraine, as well as to non-postage stamps, and included forgeries of original designs.

Stamps were overprinted in the name of Crimea, Donbas, Polissia, Zakarpattia, and other regions of Ukraine, as well as in the name of Ukrainian cities, for example Chornobyl, Feodosia, Sumy, Myrhorod, and others. The overprints generally featured a trident emblem, a new denomination, and the inscription "Poshta Ukrainy" or the name of the city.
