The Kulebaki Mining Plant was built by the owner of the village of Kulebaki, Collegiate Assessor Nikolai Gavrilovich Fedorov, and the Vyksa merchant Borodachev. They planned to use local ore and timber to smelt pig iron. Land acquisition began in 1852, but due to dissatisfaction among local peasants and other difficulties, the first blast furnace in Kulebaki began operating only in 1866. Four years later, the first owners sold the plant to the Englishman August Hobart, and in 1872 it was acquired by the Struve brothers, who also owned the “Kolomna Machine-Building Plants Company.” Two years later, the first tire-ring rolling production in the Russian Empire was launched at the plant, which shaped the enterprise’s future specialization.

In subsequent years, the “Kulebaki Mining Plant” developed its own open-hearth, plate-rolling, and section-rolling capacities, as well as rolling equipment for producing beams, channels, and armor-grade metal. After nationalization in 1918, the enterprise continued to expand output, and in 1928 received a new name—the “Kulebaki Metallurgical Plant.” In 1966, the plant was subordinated to the Ministry of Aviation Industry, which also influenced its current specialization. With the collapse of the USSR, difficult times began for the enterprise, including the prospect of bankruptcy and a hostile takeover.

In 2005, the present consolidated company—“Ruspolymet”—was formed on the basis of the Kulebaki Metallurgical Plant and the “Kulebaki Ring-Rolling Plant.” During this period, a comprehensive реконstruction began, including installation of a new ring-rolling mill, commissioning of an electric steelmaking complex, and closure of the open-hearth shop and the section-rolling division. ESR, VAR, and VIM units, a forging press, a new radial forging shop, and other equipment were put into operation. Today, “Ruspolymet” is one of the leaders in the specialty electromeallurgy segment and the main supplier of rings to the Russian and global markets.
