Kazakhstan gained independence in December 1991, and the country’s government immediately began organizing its own postal administration. Soviet postage stamps with overprints from this early period are known. As stated in the Scott catalogue, the Almaty philatelists’ club concluded that their official status is unclear: although some of them were used for postal purposes, they were generally not available at post offices, and their face values do not reflect the postal rates actually in force. Based on this information, the editors of the Scott catalogue completely excluded these issues from the list of the first Kazakhstani stamps. Nevertheless, the official Kazpost website includes issues with overprints on standard Soviet stamps in its online catalogue.
