In the USSR, stamps were issued to service the system of collective insurance for citizens and to raise funds for the social insurance fund for domestic servants. The main body of insurance stamps used in the Soviet Union belongs to nationwide issues. Local issues are few in number and are known only for several major cities, and among all-republic issues—only for the Ukrainian SSR.
