State Association of Retail Trade (GORT) of the Peopleās Commissariat of Internal Trade of the RSFSR (1931ā1934, Moscow).
Established on August 23, 1931, under the jurisdiction of the Peopleās Commissariat of Supply of the RSFSR, on the basis of the state enterprise āGUMā 1. The Associationās tasks included operational planning of commodity supply, reducing distribution (circulation) costs, developing independent decentralized procurement and purchasing of goods, specialization of the retail network, and introducing cost-accounting (khozraschet) into it. The Associationās working staff consisted of the following departments: trade, bread, trade financial planning, accounting and finance, general, the Moscow retail group, the personnel training group, and the inspection 2. The Association was headed by a director appointed by the Peopleās Commissar of Supply of the RSFSR.
It operated on the principles of cost-accounting (khozraschet). The Associationās local bodies were branches and local offices.
On September 1, 1934, in connection with the reorganization of trade administration bodies and the liquidation of the Peopleās Commissariat of Supply of the RSFSR, it was placed directly under the Peopleās Commissariat of Internal Trade of the RSFSR, and soon thereafter abolished.
