State Retail Trade Association (GORT). Anapa Branch (Anapa).

State Association of Retail Trade (GORT) of the People’s Commissariat of Internal Trade of the RSFSR (1931–1934, Moscow).

Established on August 23, 1931, under the jurisdiction of the People’s Commissariat of Supply of the RSFSR, on the basis of the state enterprise “GUM” 1. The Association’s tasks included operational planning of commodity supply, reducing distribution (circulation) costs, developing independent decentralized procurement and purchasing of goods, specialization of the retail network, and introducing cost-accounting (khozraschet) into it. The Association’s working staff consisted of the following departments: trade, bread, trade financial planning, accounting and finance, general, the Moscow retail group, the personnel training group, and the inspection 2. The Association was headed by a director appointed by the People’s Commissar of Supply of the RSFSR.

It operated on the principles of cost-accounting (khozraschet). The Association’s local bodies were branches and local offices.

On September 1, 1934, in connection with the reorganization of trade administration bodies and the liquidation of the People’s Commissariat of Supply of the RSFSR, it was placed directly under the People’s Commissariat of Internal Trade of the RSFSR, and soon thereafter abolished.
