May 6 — the first “Military Article” was published in Russia, the country’s first military-criminal and military-procedural code, developed during the period when Peter I was creating a regular army. The code consisted of 24 chapters divided into 209 articles (sections) and was included as Part Two of the Military Regulations. The articles set out the basic principles of criminal liability, the concept of a crime, the aims of punishment, provisions on necessary defense and extreme necessity, and a list of mitigating and aggravating circumstances. Under the “Military Article,” a crime was a socially dangerous act that caused harm to the state. Crimes were divided into intentional, negligent, and accidental. Criminal liability arose only for intentional or negligent crimes. A crime was divided into stages: intent, attempt, and a completed crime.
