Civil War. Ataman Semyonov.

In 1919–1920, the government of Ataman Grigory Semyonov controlled the region between the city of Verkhneudinsk (now Ulan-Ude) and the border with China. In 1919, Semyonov's government issued an emission of four stamps by applying typographic overprints in black ink with new denominations to the stamps of the 17th issue of the Russian Empire.
