The German occupation of Estonia in 1941–1944 did not meet resistance from its population; on the contrary, it had a significant number of active supporters among Estonians.

On 7 July 1941, German troops entered the territory of the Estonian SSR. The first body of Estonian authority was the Parnu County administration, established on 8 July with the permission of the German command, headed by former Estonian Army colonel Viktor Koern, who also led local militia formations.

On 6 August in Parnu, with the permission of the local German commander, a series of six stamps was issued. Soviet stamps received a typographic overprint in black ink in three lines: "Pernau / 8. VII / 1941". The overprint was produced at the local "Oma" printing house. The stamps remained in circulation until 25 August 1941.

On 24 September 1941, the postal administration in Tallinn produced an additional printing of the issue. The typographic setting of the overprint differed from the main one and had a considerable number of defects. The main difference of the overprint on the additional printing was that the ones in the Roman numeral for the month were shown as Arabic numerals. This issue was produced for commercial purposes. The stamps were not intended for postal use in circulation, although postally used examples are known.
