The stamp could have been a share stamp, a premium stamp, or (unlikely) a levy for a construction fund.

In 1885, Alexey Ladyzhensky, a member of the Ural Society of Natural Science Enthusiasts, discovered an asbestos deposit in the area of Lake Shchuchye. The deposit was named Bazhenovskoye after the nearest railway station, Bazhenovo. Industry’s demand for asbestos made it necessary to develop the deposit. Therefore, by 1889 several mines were opened and the settlement of Kudelka was founded. The work was carried out by open-pit mining. 27 August 1928. On the basis of a resolution of the All-Russian Central Executive Committee, the settlements at the Ilyinsky, Oktyabrsky, Trudovoy Otdykh, and Proletarsky mines were merged and became known as the settlement of Asbest of the Beloyarsky District of the Sverdlovsk Okrug of the Ural Oblast.

For more than a hundred years, local residents mined asbestos in several quarries within the city limits. Gradually, three quarries merged into one giant one—the longest open-pit mine in the world. Its length is more than 7 kilometers. As it grew, this pit swallowed the road between two districts of the city, consumed a number of residential houses and industrial buildings, and took a bite out of the city stadium.
