The uyezd was established in September 1780 as part of the Penza Viceroyalty as a result of Catherine the Great's reform. Since 1796, it was part of the Penza Governorate.
In 1925, the Kerensky Uyezd was abolished; its territory became part of the Nizhnelomovsky Uyezd.
