In 1884, the Postal Department was merged with the Telegraph Administration and transformed into the Main Directorate of Posts and Telegraphs. A new element—arrows—was added to the agency’s coat of arms. In 1885, the UPU Congress in Lisbon authorized Russia to raise postal rates for international correspondence.
In 1889–1892, as the Twelfth standard issue of postage stamps of the Russian Empire, the stamps of the 1884 issue were reissued. They also bear the new emblem of the postal and telegraph administration.
One issue—two “plants”. They differ in paper type and color shade.
