In 1921–1922, the governing body of the Priamur State entity—the Priamur Provisional Government (PPG), chaired by S. D. Merkulov—issued two sets of postage stamps.
The first set was issued in 1921 and was intended for Nikolayevsk-on-Amur. An overprint, applied by handstamp in black ink with the abbreviation “N. na A. P. P. G.” (“Nikolayevsk-on-Amur. Priamur Provisional Government”) and a new value, was made on stamps of the Russian Empire from the 17th, 19th, 20th, 21st, and 22nd issues, as well as on stamps of the second postal charity issue of 1914.
