In 1902–1905, stamps from earlier issues were reprinted on paper with vertical stripes. At the same time, a 70-kopeck denomination was added. Stamps of this issue, as well as those of the 1904 issue with denominations of 1, 2, 3, 4, 5, 7, 10, 14, and 20 kopecks, and 1 and 7 rubles, were also in circulation in the Grand Duchy of Finland, where they were cancelled with Finnish postmarks.
In April 1909, in Reval (Tallinn), the 2-kopeck stamp was used cut diagonally or vertically as a 1-kopeck stamp.
Around this time, the use of new paper produced by roll manufacturing began.
