August 1919.

The formation of the Northern Army began in October 1918 in the Pskov area, on territory occupied by German troops. However, as a result of the Red Army offensive in the Baltics in November 1918, the Northern Army units suffered heavy losses and were reduced to a corps. The corps headquarters came to be called the Northern Headquarters. It was then renamed the Separate Corps of the Northern Army (SCNA). General A. P. Rodzyanko was appointed commander of the SCNA.

On 19 June 1919, due to the increase in the number of its units, it was expanded into the Northern Army, which on 1 July of the same year was renamed the Northwestern Army.

On 1 August 1919, the Northwestern Army, operating in the Pskov area, produced a control lithographic overprint in Church Slavonic type in two lines, “Sѣv. Zap. Armiiu”, in black or red ink on stamps of the Russian Empire from the 17th, 19th, and 21st issues.
