Pskov was captured on the 18th day of the war.

On August 7, 1941, a postal service opened in Pskov at the request of the city head V. M. Cherepenkin. Initially, USSR postage stamps overprinted "Pleskau" were used, but they were exhausted within three days. After that, German postage stamps depicting Hindenburg and bearing overprints "Pleskau — 20 kop." or "Pleskau — 60 kop." entered circulation; for these, local engraver Grigory Alekseev produced metal handstamps. However, in September 1941, the Ministry of Posts, through the German command, prohibited "spoiling" German postage stamps in this way, and as a result another batch of Soviet stamps with overprints was produced.

The circulation of Pskov occupation stamps was discontinued in connection with the liberation of Pskov by Soviet troops.

The third definitive issue of USSR stamps. The stamp began to enter circulation in December 1929. The series was reissued and expanded through January 1941.
