The first issue was released in 1925 by the People’s Commissariat of Labor of the Ukrainian SSR. The stamp’s divisible portion depicted a sickle and hammer and bore the text: “N.K.P. U.S.S.R. Main Directorate of Social Insurance … category Stamp … for payment of insurance contributions for domestic work”; the coupon read: “N.K.P. U.S.S.R. Main Directorate of Social Insurance … category Coupon of the stamp for payment of insurance contributions is affixed in the domestic worker’s record book.” The denomination was indicated in karbovanets and kopecks.
In 1929, stamps of seven denominations were issued with the text “Main Directorate of Social Insurance Domestic Service 1929” in a double frame.
