The first nationwide issue of court fee stamps was carried out in 1887 for institutions of the general court system, for magistrates' courts, and for the maintenance of court bailiffs. The stamps bore an image of the emblem of law—the Zertsalo—and the corresponding inscriptions: "Court duties and the paper fee", "Magistrates' institutions, duties and fee", and "Special stamp for a fee in favor of court bailiffs".
