In the Urals, due to the presence of a large number of major enterprises and significant remoteness from the center (including from regional centers), monetary surrogates were widely used to pay workers’ wages. Private money circulated within enterprises, but sometimes also within the city.

On October 19, 1920, Lenin signed a decree establishing a university.

On July 19, 1920, an Extraordinary Commission for the Elimination of Illiteracy was created in Soviet Russia. The All-Russian census conducted in 1920 showed that the share of literate people in the total population of the Urals was lower than the republic-wide average. The population of the Urals included many nations and ethnic groups (Bashkirs, Tatars, Udmurts, Komi, etc.), whose economic and cultural backwardness was glaring.

The material situation of the student body is improving relatively, but in fact it remains difficult. The canteen provides only 750 students with free lunches, while the need is 1,250. For the time being, the scholarship issue remains very acute. There has been an increase in state scholarships of only 70, i.e., now 250 people receive them. A regional scholarship commission has been created, which has begun work on establishing a regional fund and planned scholarship disbursements.
