From the petition of Klavdia Andreevna Luppova to the Director of Public Schools of Vyatka Governorate:
“In May 1913, in the city of Vyatka, the Society for the Promotion of Primary Education was established.
The tasks of this Society, in accordance with its approved Charter, consist in providing material and moral support to pupils in lower schools, as well as in caring for the preschool upbringing of children. The Society has, first and foremost, set itself the goal of establishing a free kindergarten for the urban poor. For this purpose, a free помещение is now being requested, and dedicated funds are already available. It would be desirable to open it in November 1913.
Kindergarten program of activities:
Singing.
Gymnastics.
Drawing.
Modeling.
Paper folding.
Embroidery.
Pricking.
Building with blocks.
Cutting out and pasting cardboard crafts.
Making flowers and, in general, all kinds of work accessible to a child’s age.
In addition, the educator talks with the children about natural phenomena and about the surrounding world. The children learn prayers and become acquainted with basic literacy.
Classes begin at 9 or 10 a.m. and continue until 2 p.m.
The children are given a hot breakfast; excursions and walks are organized for them.
Children’s age: from 3 to 7 years.
The Board of the Society requests permission to establish a kindergarten in the city of Vyatka.
The principal supervision and organization of the kindergarten is entrusted to the товарищ (deputy – A.R.) of the Chair of the Society, Klavdia Andreevna Luppova, who herself has already had a kindergarten for the third year and has received permission from the Trustee of the Kazan Educational District.
The Society has the honor to request the appointment of Anastasia Ignatyevna Pitirimova and Maria Nikolaevna Silvinskaya as kindergarten teachers.
In the proposed free kindergarten, the Board, for the initial period, limits itself to 50 children.”
