The first session of the Gryazovets Uyezd Zemstvo Assembly took place on September 25, 1869. It was an organizational meeting held after the elections of the uyezd deputies. It evidently also approved the composition of the first uyezd Zemstvo Board, consisting of a chairman and two members. It also outlined the goals and tasks of the uyezd zemstvo for the near future—during the preparatory period leading up to the uyezd assembly session of 1870, at which it was to determine, as can be seen from the Board’s reports, the state of affairs in the economy, education, public health, and other areas of local life, and to develop proposals for improving all these spheres.
The Gryazovets Zemstvo Board began its work on January 20, 1870, and by the 2nd session of the Gryazovets Uyezd Zemstvo Assembly, held from September 22 to 30, 1870, it had indeed prepared a whole series of reports on conditions in the uyezd, including public education, and proposed a number of measures to “raise the level of education in the Gryazovets Uyezd.”
