In 1923, in the RSFSR, monetary circulation involved the simultaneous use of inflationary rubles (Sovznaks) and the gold currency, which made the distribution of charity stamps difficult, especially since the exchange rate between the currencies changed continuously. Taking this into account, the Moscow Children’s Commission issued dual-currency stamps, more convenient for sale.

In August 1923, the “Commission for Improving the Lives of Children under the Presidium of the Moscow Soviet of Workers’, Peasants’ and Red Army Deputies” was established—an organizing and guiding body for the creation and development of the child welfare system and the fight against child homelessness.

The Commission’s main tasks, as an interdepartmental organization, were to unite the efforts of all bodies—both state and public—aimed at helping children (joint development of practical action plans to assist children, resolution of administrative issues at the level of the Presidium of the Moscow Soviet), to ensure oversight of their activities, and to support the fulfillment of the stated goals of improving children’s lives administratively and financially.
