In August 1923, the "Commission for Improving the Lives of Children under the Presidium of the Moscow Soviet of Workers', Peasants' and Red Army Deputies" was established—an organizing and guiding body responsible for creating and developing the child welfare system and combating child homelessness.
The Commission’s main tasks as an interagency organization were to unite the efforts of all bodies—both state and public—aimed at helping children (joint development of plans for practical measures to assist children; resolution of administrative issues at the level of the Presidium of the Moscow Soviet), to ensure oversight of their activities, and to support the achievement of the stated goals of improving children's lives through administrative and financial means.
