26 July 1871 — the Pskov uyezd zemstvo post was opened. Its tasks included the delivery of official and private correspondence, which was sent twice a week from the uyezd center to 18 zemstvo postal stations. Payment for the delivery of private postal items was made with zemstvo postage stamps. The stamps were canceled in ink by crossing them out. Postal handstamps of various sizes and shapes were also used for cancellations.
