26 July 1871 — the Pskov uyezd zemstvo post office was opened. Its tasks included the delivery of official and private correspondence, which was dispatched twice a week from the uyezd center to 18 zemstvo postal stations. Payment for the delivery of private mail was made using zemstvo postage stamps. The stamps were cancelled in ink by crossing them out. Postal cancellation stamps of various sizes and shapes were also used for cancelling.
