Fiscal travel "horse" stamps of the Ulyanovsk (formerly Simbirsk) Governorate.
The stamps were in circulation from 1890 to 1916 and were used to pay for travel on zemstvo horses. They were printed on white paper, both perforated and imperforate (in denominations of 1, 5, and 10 kopecks). They are found in the following values: 1 kopeck (gray), 3 kopecks (green), 5 kopecks (pink), 10 kopecks (gray), 30 kopecks (yellow), 50 kopecks (pink), 1 ruble (pinkish), 2 rubles (gray), 3 rubles (green), and 10 rubles (a handwritten inscription in red ink on a 1-ruble stamp, pinkish). All kopeck-denomination stamps measure 31x22 mm, while the ruble-denomination ones measure 42x29 mm. On the front of the stamp, beneath the governorate coat of arms, "Simbirsk, uyezd zemstvo" and the price designation are printed, e.g., "k. 1 k.", and below that "kop." or "rub."; the corners contain the value numerals. On the reverse side, the text "Stamp for payment of travel on zemstvo horses" is printed. Various types of rubber cancellation handstamps are encountered on these stamps, depending on the period of their use.
