15 August 1890 — the zemstvo post of Belebey Uyezd (Ufa Governorate) was opened. Mail was dispatched along four routes from the uyezd center, the town of Belebey, to the volost administrations. Delivery of private letters was paid with zemstvo postage stamps in denominations of 1, 2, and 5 kopeks (for registered letters). Most issues of the zemstvo stamps depict the uyezd coat of arms. All stamps were printed in private printing houses. A series of trial stamps from 1897–1902 is known. Imperforate specimens saw almost no use. Cancellations were made with oval and circular postmarks.

In 1908, due to the late receipt of stamps from the printing house, ordinary letters were sent without them.
