In 1870, the Zemstvo post of Kolomna Uyezd (Moscow Governorate) was opened. Correspondence was sent from the uyezd administrative center, the town of Kolomna, along the Sukov and Malin routes once a week. Private correspondence was forwarded upon payment of a fee of 5 kopecks.
From 1871, Zemstvo postage stamps were introduced. They were divided into "prepaid" (red) and "due" (blue).
From 1889, stamps in denominations of 1, 2, 3, and 5 kopecks were issued with the inscription "prepaid" or "due".
The design of some stamps was circular or octagonal. The stamps depicted the coat of arms of Kolomna Uyezd. They were cancelled with ink (by crossing out) and with circular handstamps.
From 1903, the fee for the delivery of ordinary letters was abolished. Delivery of registered and money letters was paid (2 kopecks), as well as magazines and newspapers (1 kopeck per bundle).
