March 3, 1878 — the zemstvo post of Zadonsky Uyezd (Voronezh Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Zadonsk, to the volosts of the uyezd once a week. The forwarding of private correspondence was paid for with zemstvo postage stamps. Stamps of the first issues (1878–87) have a registration number, entered in ink when a letter was accepted, as well as a detachable coupon that served as a receipt. From 1887, stamps in 1, 3, and 5 kopecks were issued featuring the governorate and uyezd coats of arms. The final issue of 1914 is dedicated to the 50th anniversary of the zemstvo institutions. The stamps bear the dates "1864–1914" and the coat of arms of the Voronezh Governorate.
