March 3, 1878 — the Zemstvo post of Zadonsk Uyezd (Voronezh Governorate) was opened. Mail was sent from the uyezd center, the town of Zadonsk, to the volosts of the uyezd once a week. The delivery of private correspondence was paid for with Zemstvo postage stamps. The stamps of the first issues (1878–87) bear a registration number, written in ink when the letter was accepted, as well as a detachable coupon that served as a receipt. From 1887, 1-, 3-, and 5-kopeck stamps were issued with images of the governorate and uyezd coats of arms. The last issue, in 1914, was dedicated to the 50th anniversary of the Zemstvo institutions. The stamps bear the dates “1864–1914” and the coat of arms of the Voronezh Governorate.
