March 3, 1878 — the Zemstvo post of Zadonsk Uyezd (Voronezh Governorate) was opened. Correspondence was sent from the uyezd administrative center, the town of Zadonsk, to the volosts of the uyezd once a week. The mailing of private correspondence was paid for with Zemstvo postage stamps. Stamps of the first issues (1878–87) bear a registration number, entered in ink when the letter was accepted, as well as a detachable coupon serving as a receipt. From 1887, 1-, 3-, and 5-kopeck stamps were issued with images of the governorate and uyezd coats of arms. The final issue of 1914 is dedicated to the 50th anniversary of the Zemstvo institutions. The stamps bear the dates “1864–1914” and the coat of arms of the Voronezh Governorate.
