3 March 1878 — the zemstvo post of Zadonsk Uyezd (Voronezh Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Zadonsk, to the uyezd’s volosts once a week. The delivery of private correspondence was paid for with zemstvo postage stamps. The stamps of the first issues (1878–87) have a registration number, written in ink when a letter was accepted, as well as a detachable coupon that served as a receipt. From 1887, stamps of 1, 3, and 5 kopeks were issued with images of the provincial and uyezd coats of arms. The final issue of 1914 is dedicated to the 50th anniversary of the zemstvo institutions. The stamps bear the dates “1864–1914” and the coat of arms of the Voronezh Governorate.
