July 20, 1899 — the Zemstvo post of Lokhvitsa Uyezd (Poltava Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Lokhvitsa, to the volost administrations. Delivery of private correspondence was paid for with Zemstvo postage stamps. Their shape, size, printing methods, design, and numerous handwritten overprints are highly diverse. All stamps depict the uyezd coat of arms.
