Printed in Moscow. The stamps were die-cut one by one with an oval punch.
20 July 1899 — the zemstvo post of Lokhvitsa Uyezd (Poltava Governorate) was opened. Mail was sent from the uyezd center, the town of Lokhvitsa, to the volost administrations. Delivery of private correspondence was paid for with zemstvo postage stamps. Their shape, dimensions, printing methods, design, and numerous handwritten overprints are highly varied. All stamps bear the image of the uyezd coat of arms.
