In 1893, the Zemstvo post of Valky Uyezd (Kharkov Governorate) was opened. Mail was sent from the uyezd center, the town of Valky, to 16 volosts of the uyezd twice a week. The delivery of private correspondence was paid for with Zemstvo postage stamps featuring a uniform design: the denomination in the center of an oval, and along the edges the inscription "Valkovskaya Postal Zemstvo Stamp." From 1904, only 5-kopeck stamps were used, since, apart from private letters, all other correspondence was exempt from payment. The stamps were canceled with round postal postmarks.
