On March 22, 1903, the zemstvo post of Kobelyaky Uyezd (Poltava Governorate) was opened. Mail from the town of Kobelyaky was dispatched with the drivers of zemstvo postal stations. The delivery of private letters and parcels was paid for with zemstvo postage stamps. The stamps were printed by private printing houses and by the printing office of the Poltava Π³ΡΠ±Π΅ΡΠ½ΡΠΊΠΎΠ³ΠΎ government board. All feature the coats of arms of the governorate and the uyezd. The stamps were cancelled with oval and circular postmarks.
