On March 22, 1903, the zemstvo post of Kobelyaky Uyezd (Poltava Governorate) was opened. Mail from the town of Kobelyaky was sent with the drivers of zemstvo postal stations. Delivery of private letters and parcels was paid with zemstvo postage stamps. The stamps were printed by private printing houses and by the printing house of the Poltava Governorate Administration. All feature images of the governorate and uyezd coats of arms. The stamps were cancelled with oval and circular postmarks.
