July 26, 1871 — the Pskov uyezd zemstvo post was opened. Its tasks included the delivery of official and private correspondence, which was dispatched twice a week from the uyezd center to 18 zemstvo postal stations. Payment for the delivery of private mail items was made with zemstvo postage stamps. The stamps were cancelled in ink by crossing them out. Postal handstamps of various sizes and shapes were also used for cancellation.
