26 July 1871 — the Pskov Uyezd Zemstvo Post was opened. Its tasks included the delivery of official and private correspondence, dispatched twice a week from the uyezd center to 18 zemstvo postal stations. Payment for the delivery of private mail items was made using zemstvo postage stamps. The stamps were cancelled in ink by drawing lines across them. Postal handstamps of various sizes and shapes were also used for cancellations.
